Please study the L.A. Times article and relevant sections of the OIR report carefully BEFORE coming to class. A copy of the L.A. Times article will be provided when you take the exam. No other materials will be allowed.  Time will be limited, so if you haven't studied the material it will be too late to start from scratch.

NOTE:  Use the last few pages of the bluebook as scratch paper to organize your response.  Don't just start writing! Maximum length of your response is three small bluebook sheets (SIX sides) total.

Question

Based on the news article and the OIR Report briefly describe the Sheriff's past hiring practices, including the issues and problems they raised and the key corrective measures that were recommended.  Then, based on the slides, lectures and classroom discussion, provide your informed opinion about these recommendations and comment on their potential for reforming what seems to be a broken process.

Be specific. Your answer should reflect careful study and thought.  It shouldn't read like something that could be done without coming to class and studying the slides!

It's crucial that you respond in a structured, well-organized way. Flow your thoughts logically and separate key aspects of your response into distinct paragraphs.  Pay close attention to legibility, clarity , grammar and spelling.  Writing practice essays outside class and having others critique them is a very good idea!
