1. Read sections 1 thru 5 of "Government Performance and Results Act of 1993".

2. Read "Reinventing the Workplace".

3. A "Template of Personnel Flexibilities" is buried deep within this site at http://www.opm.gov/wkfcperf/html/system.htm.  Click on this link or copy this address to your browser window and hit [Enter].  Read it carefully and save a printout for the first exam.

Be prepared to discuss the following issues:

  • What is the goal of the NPR? - how is it supposed to improved the bureaucracy?
  • What are the NPR´s implications for Federal workers?
  • The NPR has been evaluated.  What are the results of this evaluation?
